Constant, unprovoked slating of League Staff will not be tolerated, nor will bullying of other players, any member of the FCL caught doing this may face being banned.
The FCL rules will not be amended during a season except in extreme circumstances. Suggestions of rule changes for future seasons may be posted on the Funkypool forum or sent to the League host directly. Players input and opinions are encouraged!
At all times, the FCL staff reserve the right to take any decision, or make any ruling, that they believe is in the best interests of the league.
By participating in the FCL league, clans and their players are agreeing to these rules and any decisions made by the League host.
1. CLAN FORMAT AND REQUIREMENTS
1.1 Clan size
Clans must consist of a minimum of 10 and a maximum of 16 players, with one player identified as Captain and preferably at least one other player as Vice Captain. Maximum number of Vice Captains is three.
1.2 Captain responsibilities
Captains are expected to make sure their players are aware of which games they need to play and by what deadline. Also captains must be aware which of their players are eligible to play see rule 1.12 for account age restrictions.
1.3 Team lists for each fixture
Captains must select 8 players from their clan to play each league fixture (or the appropriate number of players for an FCL Cup fixture as notified by the League), with the remaining players being considered reserves. These lists must be submitted to the League runner by the deadline given. Failure to do so will mean that the same 8 players who played the previous fixture set will be selected again.
1.4 Player transfers
After the transfer window has closed, the team roster for the season must be submitted to the League Runner to be registered. From this point on wards no player may transfer to another clan until the mid-season transfer window. Free agents will not be allowed to go to a clan after the mid-season transfer window.
Once a player has played for a clan in an FCL cup fixture, they are cup-tied and ineligible to play for any other clan in the same competition.
Attempts to get around the transfer rule will not be tolerated. Creating a new username will not mean you are entitled to join another clan, you will be subject to the same rules. Should you create a username and attempt to conceal your identity in order to bypass this rule, you will be banned from the League for one season.
Captains may remove inactive players at any time from their team, the removal must be confirmed by messaging the League Runner, and such players are not deemed free agents. Any inactive player that may become active again may be brought back into the same clan, subject to available space, and the change sent to the League Runner. Alternatively they may seek a transfer to a different clan during the mid-season transfer window or at the end of the season instead.
1.5 Free agents
A free agent is any player not registered to a clan. Captains may sign free agents at any time.
1.6 Withdrawing clans
When a clan withdraws, or is dissolved, during a season all of the players in that clan are immediately considered to be free agents and may be signed by other clans from that time.
1.7 League host notification
Captains must inform the League runners of any changes to the personnel in their clan. This includes all players leaving and joining the clan. This can be done by offline message or posting on the Team Changes thread on the funkypool forums.
1.8 Quarantine for new signings
Only players (usernames) who are registered for a clan at the time each fixture is released may play games in that fixture. Any player that joins the clan after this point is not eligible to play until the following set of fixtures. Note that this means players changing their user name are also not eligible to play until the next set of fixtures.
1.9 Replacing players that leave the clan
At any time, a clan Captain may remove a player from their clan and/or replace a player that has left the clan with any free agent, however the incoming player is subject to quarantine rule 1.8 and account requirement rule 1.12.
1.10 Forming a new clan
New clans are permitted entry into the league only between seasons and at the discretion of the league host. A player wishing to form their own clan must have experience of playing in a clan for a minimum of two seasons on their current username, League host will not take previous accounts into consideration.
A player must complete two full league seasons before they form a clan and want to play in the league, same rule applies to the vice captain position which is reduced to one full league season.
1.11 Admittance for new clans
A Captain forming a new clan must message the League hosts or post on the official League forum on the funkypool website if they wish to seek entry into the League.
1.12 Player account requirements
All players entering the League must have an account that is at least one month old before they can be officially registered in a clan. They are then eligible to play upon release of the next fixture(s).
2. FIXTURES
2.1 Fixture timing
Fixtures are released fortnightly on a Sunday (or earlier at discretion of League host) and all games must be played by the deadline given.
2.2 How fixtures are drawn
Fixtures are decided entirely at the discretion of the League host using the team lists supplied by team captains or vice captains.
2.3 Games in progress at the time of the deadline
A game being played when the deadline for the fixture is reached is to be continued to conclusion. Any racks subsequently unplayed will be considered for default (see Section 8). Previously unfinished games may not be recommenced after the deadline elapses and are considered a partially played game (see Section 7).
3. GAME FORMAT
3.1 Game length
Each game consists of exactly 5 frames of each game type:
● 5 frames of 8 Ball US
● 5 frames of 8 Ball UK
● 5 frames of 9 Ball US
3.2 Game room type
All games must be played as friendly games, not ranked. Game rooms must be private. Spectators may be invited subject to mutual consent between both players. A player is perfectly within their right to cease playing the match if the terms of the game have been broken until an agreement can be made to continue play.
3.3 Shot time limit
All games must be played with a shot time limit of 20 seconds. Shot time limit can be increased if both players agree to it.
4. SCORING SYSTEM
4.1 Scoring points
Each frame won by a player scores a point for their clan for the appropriate fixture.
4.2 Fixture bonus points
The clan with the most points scored in a fixture is considered to have won that fixture and scores a Win Bonus of 20 points. If the fixture is a tie, each clan receives 10 points each.
If all games in a fixture with no defaults then each clan will be awarded 10 completion bonus.
4.3 Results
All results are to be directly registered on the FCL Results thread on the Funkypool forum.
5. SUBSTITUTIONS
5.1 Who can make substitutions and swaps
Only the Captain or Vice Captain of a clan can make substitutions and swaps, the only exception to this is deadline day, where anyone in the clan may make a substitution or swap to avoid a game going to default.
5.2 When can substitutions and swaps be made
Substitutions and Swaps can be made at any time during a fixture
Except for the first five days of a fixture being released unless both captains agree to it. This rule also applies to the swap rule in section 5.8. However if a player is seven or more days deactivated then a sub is allowed without consent of the opposing captain. Same applies with a banned member from the website/league.
5.3 Informing the League host
All substitutions must immediately be posted in the official League forum thread named "FCL Substitutions". This enables fixtures and the website to be updated promptly.
5.4 Informing the opposing clan
All substitutions must immediately be communicated to the opposing clan Captain. It is advised to use both the clan forum thread as well as offline messages for this, to allow information to reach the affected player in case of a vacant Captain.
5.5 Substitution limit
There are no limit on the number of substitutions that can be made in any fixture.
5.6 Required approval
Substitutions are not subject to approval by anyone.
5.7 Substituted players eligibility
A player who has been substituted is eligible to be substituted back in to play in any other game of that fixture. A player may only play once in any given fixture. A substitution is considered official from the moment the captain has posted it in the substitution thread.
5.8 Swapping two players
As a means to combat time zone problems and the like, Captains may swap two of their players within a match if this improves chances of games getting played.
Except for the first five days of a fixture being released unless both captains agree to it. This rule also applies to the sub rule in section 5.2.
6. UNPLAYED GAMES
6.1 Definition
An unplayed game is a game not started at all.
6.2 Scoring
Unplayed games are decided by defaults (see Section 8)
7. PARTIALLY PLAYED GAMES
7.1 Definition
A partially played game is a game in which at least one frame is completed, but fewer than the complete game format.
7.2 Scoring
A partially played game is decided as the current result + defaults for the remaining (unplayed) frames (see Section 8)
7.3 Disconnects during games
In the case where one player logs out / gets disconnected in the middle of a game, that player normally loses the frame in play. The opponent is encouraged to be sporting and replay the frame, depending on how far the frame was played but is not obliged to.
7.4 Aborted games
In the case where a player has to abort the game (for whatever reason), both players are equally expected to maintain efforts to get the remaining part of the game played by the deadline.
7.5 Substitutions in partially played games
Once a game has started between two players, no substitution may be made, unless a player has been banned/deactivates or is removed from a clan. In the event of a player getting banned/deactivating or being removed then the game will need to be continued with a sub from the clan whose player left.
If a player deactivates and decides to reactivate their account after the game has been completed they are then not allowed to re-join that clan until the following season. They will also not be classed as a free agent and will not be allowed to join another clan until the mid-season transfer window or the end of the season.
8. DEFAULTS
8.1 Definition
A default is a manually decided game result, decided by the default panel, and based on guidelines outlined in the following paragraphs.
8.2 Forfeiting games
Games may NOT be forfeited by neither the clans, Captains nor players involved. Any game that is less than 100% completed is determined according to the default guidelines.
8.3 The default panel
The default panel is a group of people chosen by the League hosts.
8.4 Sending info to the League staff
Clan Captains are expected to make sure that all relevant information (for example private messages) are sent to the League staff either no later than 48 hours after the fixture period ends, or by a deadline as notified by the League hosts. After that, the default is processed, with or without support information, and all decisions are final at that time.
8.5 Most important factor
Defaults are largely based on how much each player has contributed towards getting their game played.
8.6 Player skill levels
Neither the skill levels of the players involved nor the likely outcome of the game (had it been played) are considered when deciding a default score.
8.7 League exclusion for multiple defaults
Any player getting two defaults against them risk being excluded from League play for one or more fixtures, at the discretion of the League hosts.
8.8 Default guidelines
The following are a set of guidelines by which defaults are normally decided. They are guidelines, not rules, and the panel may use their discretion (regardless of these guidelines) when deemed necessary.
8.9.1 Number of points awarded
The point total for any default game could be anywhere between 15 and 0, depending on the efforts made by each player to play the game. For example, two completely inactive players should be given a result of 0-0, not 7-7.
8.9.2 Messaging
A player having messaged their opponent to arrange a time to play counts more favourable for that player.
8.9.3 Failure to respond
Failure to respond to a message (particularly if having logged in in the meantime) goes against the receiving player.
8.9.4 Not using substitutions
A clan failing to use their option of substituting a player into the game within the deadline counts negatively.
8.9.5 Timing of substitutions
While using the option of a substitution is positive, doing it very close to the fixture deadline is not, since this leaves little or no time for the opposing player to arrange a time to play.
8.9.6 Relevance to overall fixture outcome
All default games are judged separately and independently. Each default is decided purely on the evidence provided for that game between those two players, regardless of what impact this has on the overall outcome of the fixture. The defaults panel is encouraged to refrain from looking at overall results at all before giving their input.
8.9.7 Number of panel inputs
No default should ever be decided without input from at least two people from the default panel, in order to keep things as fair as possible and ensure no aspects are missed. Panel members cannot judge games involving their own clan.
9. NAMING IN CLANS
9.1 Naming
You are free to name any of your clan members at the start of the season and upon season resume after the mid-season transfer window.
9.2 Warnings
Warnings are handed out at discretion of League hosts.
9.3 Suspensions
Suspensions are handed out at discretion of League hosts.
9.4 Bans
Bans are handed out at discretion of League hosts.
10. LEAGUE SCHEDULE
10.1 Pre Season Friendlies
The league commences with the Pre Season Friendlies. This is a qualification round, in which clans playing two fixtures to prove reliability and gain entry into the league. Although there is no set pass rate, clans must do their utmost to complete all their games. Any unplayed games will be treated as a default by the league host(s) to determine a clans place in the league.
Division One, Division Two and FCL Cup Winners are automatically exempt from pre season friendlies.
10.2 League Schedule
After the Pre Season Friendlies the League runners will publish an overall schedule for the League.
10.3 FCL League
The League should have a deadline of two weeks per fixture set.
11. SECOND ACCOUNTS
If you are found having a second account in the league then you will be warned, suspended or banned from FCL depending on number of offences you may have and the seriousness of the crime.
Warnings for FCL rule breaking previously may count as well so in theory you could have a suspension or ban straight away depending on previous offences.
All warnings/suspensions and bans will be carried over to future usernames you may have.
Second accounts will also be reported to Funkypool staff.
